It depends a lot on the weather. I'll ride to work (about 10 minutes each way) in the winter as long as the temperature is above freezing and there is no ice or snow around. Where I live (Vancouver Island) you can ride most days through the winter, but we have the occasional snow fall or freezing rain that makes the roads treacherous for a few days here or there.
Once you get more than say 150 kilometers inland from here, you can pretty much count on being unable to do any riding from November through March.
I rode to work today: it was +8C (48 F) and light rain.
